RV Industry Association Files 2019 CNL Waiver Petition
On Thursday, April 18, the RV Industry Association submitted its 2019 petition for a Competitive Needs Limitation (CNL) waiver for lauan wood to the Office of the United States Trade Representative (USTR). The petition is in response to USTR’s annual Generalized System of Preferences (GSP) review. During the review, USTR will consider petitions addressing several aspects of the GSP program, most importantly the redesignation of currently excluded products.
In order to preempt potential last-minute opposition, this year’s petition includes additional research into domestic sourcing which definitively proves that no like or competitive product exists domestically or has existed for the past three years.
USTR and the International Trade Commission (ITC) will both hold hearings in mid to late June, and, in addition to RV Industry Association staff, we intend to have members testify before both panels. This will bolster the request and improves the chance of a positive ITC determination and ultimately USTR granting the CNL waiver.
