Job Duties

The Legislative Specialist position is a cross-functional role at the heart of the association’s state and federal lobbying and advocacy efforts. The Legislative Specialist is a team member who supports departmental and association workplans to achieve strategic goals. This position is responsible for the accurate and timely identification and analysis of state and federal legislation and regulations captured each day from an outside bill tracking service, based on the Association’s policy priorities. Once a bill or regulation is identified as having an impact on the recreation vehicle or outdoor recreation industries, the Specialist prepares a concise analysis of the matters of interest or impact, then passes the bill to the appropriate director. The bill, regulation or issue is assigned to an in-house lobbyist. The Specialist provides timely legislative and regulatory research to the state and federal government affairs programs and supports in-house lobbying efforts and special projects as required.

Responsibilities

  • Provide research and project support to state and federal initiatives
  • Identify and write concise analyses of the day’s bills and regulations
  • Assist staff lobbyists in bill management, as required or assigned
  • Develop reports on issue trends in bills and regulations
  • Develop content for regular reports to members on enacted bills, regulations and progress in key advocacy issue areas
  • Perform research and analysis with recommendations to support lobbying staff and departmental initiatives
  • Responsible for contributing to the development and achievement of the Association’s and department’s one-year and three-year strategic goals, as well as the individual’s plan and goals
  • Develop individual annual goals related to the strategic plan as part of the association’s performance-based management system
  • Uphold and support the association’s Core Ideology and Core Values

Required Skills & Experience

  • Requires a Bachelor’s degree in public policy, political science or a related field
  • A degree or job experience stressing legislative, writing, qualitative or analytical skill is preferred
  • Requires 1 – 2 years’ state/federal legislative experience, preferably in a trade association, or in a state legislative office
  • Experience with legislative/regulatory tracking service is helpful
  • Proficient in Microsoft Suite (Outlook, Word, Excel, and PowerPoint)
  • Ability to independently manage workload and meet project due dates, and capacity to work collaboratively towards common goals
